BUSINESS CASE FOR DEMOLITION
OF main building
GIPA
On 2 June 2018 a GIPA (Government Information Public Access) application was lodged with NSW Government Health requesting: -
"The business case for demolition of Main Building, Nurses Home, Engineering & Hydrotherapy Pool at Mona Vale Hospital".
41 days later on 13 July 2018 the decision stated one (1) document was identified falling within the scope of the application.
The decision made by Sonia Makira from the Ministry of Health was to refuse access to this one and only document.
The reason given was the same for a similar GIPA application was that this document was presented to the Expenditure Review Committee of Cabinet and was therefore "Cabinet Privilege".
You see this is how the Government gets away with decisions and not being able to be held accountable to the public.
Any decision made in Cabinet and any documents presented to cabinet to arrive at a decision are usually classed as ‘Cabinet in Confidence’ documents and a GIPA application will not be successful in obtaining the documents, as is the case here.
This is just like the KPMG Report GIPA application lodged for Council amalgamations.
The Government has over 5 GIPA applications refused access to the full KPMG report.
Seriously what is the Government trying to hide?
How can the public ever hope to question or understand any Parliamentary decision when documents cannot be obtained?
The GIPA Act has some serious flaws in it relating to the right of the public to access Government Information.
